Combine sausage meat, garlic, fennel, chilli, and black pepper in a bowl.
Form the mixture into eight evenly sized patties.
Fry patties in 15ml of oil over moderate heat for four minutes per side until cooked.
Transfer patties to a warm plate and cover with foil.
Preheat the oven to 200°C.
Rub peppers with 15ml of oil and roast until blistered and blackened.
Cool, peel, seed, and cut the peppers into strips.
Deglaze the frying pan with 75ml of red wine.
Add peppers and chopped parsley to the pan and season with salt and pepper.
Warm the mixture through and serve with the patties garnished with parsley sprigs.
