Preheat the oven to 200°C.
Pulse flour, baking powder, and sugar in a food processor until combined.
Pulse in the butter until the mixture looks like breadcrumbs and transfer to a bowl.
Beat eggs and milk together, reserving 1 tablespoon for the wash.
Stir the milk mixture and sultanas into the flour until a dough forms.
Knead the dough briefly on a floured surface until smooth.
Press the dough to 2.5cm thickness and cut into circles.
Place on a tray and brush with the reserved egg wash.
Bake for 10-12 minutes until risen and golden-brown.
Cool on a wire rack and serve with cream and jam.
