Combine the dry ingredients, yeast, salt, and butter in a bowl or stand mixer.
Gradually add the milk and knead for 5 minutes until a smooth dough forms.
Cover the dough with a damp cloth and let it rise in a warm place until doubled.
Knock back the dough and divide it into 8 equal pieces.
Shape each piece into a ball and arrange them in a flower pattern on a floured tray.
Cover and let the rolls rise again until they are touching.
Preheat the oven to its highest setting before baking.
Lower the oven to 200°C and bake the rolls for 20 minutes.
Melt mashed garlic, butter, and salt gently in a frying pan without browning.
Spread the garlic butter over the hot rolls immediately after baking.
