Mix the flour, salt, and dried yeast in a bowl using your fingers.
Rub the softened butter into the flour until the mixture looks like breadcrumbs.
Combine the warm milk and warm water.
Add the liquid to the flour and mix by hand to form a ball of dough.
Knead the dough on a floured surface for 20-25 minutes until elastic and smooth.
Place dough in the bowl, cover, and let rise in a warm spot for 1-1.5 hours.
Knock back the risen dough on a floured work surface.
Divide into eight pieces, roll into balls, flatten slightly, and place on a tray.
Cover and let rise for 1 hour until doubled in size.
Preheat the oven to 220°C.
Dust the rolls with rice flour and bake for 8-10 minutes until golden.
Separate the rolls and serve warm with butter.
